Frontier Sports Complex - 95th Street Community Plaza Development

A new community plaza will be constructed on land at Frontier Sports Complex, adjacent to the 95th Street Library. The project is supported in partnership with the Naperville Park District, Naperville Public Library and Indian Prairie School District 204. The mission of the project is to encourage nearby students and residents of all ages and abilities to get outdoors, communicate and socialize with one another, and enjoy the many benefits of active and passive recreation in a beautiful campus setting.

Questions and Answers

Q: Where will the 95th Street Community Plaza be located and what is its size?
A: The site is located at Frontier Sports Complex in south Naperville, adjacent to the 95th Street Library, off of Cedar Glade Road. The parcel is approximately 2 acres.

 

Q: How did this project come about?
A: The Park District was initially approached by the Naperville Public Library with the idea to create an outdoor community space, in the designated area, to benefit residents and support a wide range of activities hosted by the nearby Neuqua Valley High School, the Park District and the 95th Street Library. An initial project concept was presented by Hitchcock Design Group in January 2018 at a park board meeting. At the August 23 park board meeting, a more detailed concept was presented showing a landscaped outdoor space for walking, socializing/communicating, children’s play, performances and more.  Based on community input received during the design phase in fall 2018, the Park District added a splash pad to the project plans. 

 

Q: Is this a Park District project?
A: The Naperville Park District is taking the lead on this project as the land is a part of the District’s Frontier Sports Complex. However, the Park District is working closely with the Naperville Public Library and Indian Prairie School District 204 to connect these key community facilities with an engaging outdoor space that will appeal to students, families and people of all ages.

 

Q: When is the Park District planning to develop the plaza?
A: Development of the 95th Street Community Plaza commenced in April 2019 with the intent to reach completion in late spring 2020.  The new splash pad is scheduled to be operational and ready for use during the Summer 2020 program season spanning from Memorial Day weekend through Labor Day. 

 

Q: What is the project budget?
A: The budget for the project, which includes the centralized plaza area, will be $3.6 million. This will be supported through cash-in-lieu funds provided by developers in alignment with the City’s Land Cash Dedication Ordinance as well as a generous voluntary cash donation from Pulte Homes. Cash-in-lieu funds are received from the City of Naperville through the Land Dedication Ordinance adopted by the Naperville City Council. This ordinance requires land developers to dedicate 8.6 acres of park land per 1,000 people in any planned development, or the cash equivalent of the 8.6 acres. Funds raised through the Naperville Parks Foundation support the Naperville Park District’s Fee Assistance Program. The Naperville Parks Foundation supports the recreation needs and desires of the residents of Naperville – encouraging health and wellness, fitness, family time, and fun. On Wednesday, Nov. 2, 2011 Naperville Park District officials heard the good news for which they have been waiting for many months: the District has achieved national accreditation through the National Recreation and Parks Association (NRPA).

The decision was announced at the NRPA national conference in Atlanta following a formal hearing before the Commission for Accreditation of Park and Recreation Agencies (CAPRA).

Naperville is only the second park district in Illinois to earn this distinction and the 104th nationally accredited agency in the nation; there are more than 10,000 recreation agencies in the United States. The Commission for Accreditation of Park and Recreation Agencies accredits a handful of park agencies each year that have completed a multi-step process involving a self-review by the agency, a site visit, and an evaluation and formal report by the Commission.

“We are extremely proud to bring this honor to Naperville,” said Park District Executive Director Ray McGury. “It’s an affirmation of our high standards and also an encouragement to continue bringing high quality recreation and parks experiences to our community.”

The Park District’s accreditation process began approximately one year ago and included an extensive self-evaluation by staff and a 5-day visit from CAPRA reviewers this past July. Maintaining the accreditation requires annual reports and 5- and 10-year reviews.

Park District staff members noted that the CAPRA process has helped them see the big picture, focus on long term goals and plans, review plans more regularly, organize documents so that they are accessible and useable, and collaborate more effectively with other departments and outside organizations.
