Capital Plan and Construction Projects
The 2008 Capital Plan is created based on the Board’s direction as to what services the district should offer, the Open Space and Recreation Master Plan, Capital Forecast Form suggestions, the results from the latest Community Attitude and Interest Survey, the Capital Criteria, and other available resources. This is a work plan identifying projects within the District that staff has recommended to be implemented in 2008. The work plan may be modified throughout the year due to unforeseen conditions and the reallocation of resources.
Each year projects are re-evaluated and adjusted as conditions and facility demands change. The Naperville Park District Board of Commissioners approves the plan on an annual basis. All community members are welcome to attend this meeting.

What are Capital Items?
The Capital Plan consists of items which meet the following criteria:
1) a monetary value of at least $5,000.
2) a life of at least 3 years.
3) result in the creation of a fixed asset (a new purchase of, or improvements to, land, parks, buildings, vehicles, equipment, and construction in progress).
4) result in the revitilization of a fixed asset (expenditures that are incurred to increase the capacity, life, or operating efficiency of an asset).
How are the funds raised for these improvements?
Seven cents was dedicated to capital by the Naperville Park District Board in the early 1990’s to be used exclusively for capital improvements to the park system as well as to pay off any park district debts.
Cash-in-lieu funds are received from the City of Naperville through the Land Dedication Ordinance adopted by the Naperville City Council. This ordinance requires land developers to dedicate 8.6 acres of park land per 1,000 people in any planned development or the cash equivalent of the 8.6 acres.
Alternative revenue, such as grants from the Open Space Lands Acquisition and Development fund (OSLAD) and sponsorships such as the Naperville Park District's Park Partnership Program also contribute to Capital Plan funding.
